COURSE SUMMARY (This course is one of the elective courses identified for Security Certification under the Infrastructure Resilience Research Group, IRRG, Office of the Dean, Faculty of Engineering and Design, Carleton University.)
This course has been developed to assist employees responsible for conducting or managing administrative investigations into incidents or allegations including but not limited to theft, unlawful/illegal use of government assets and equipment, breach of trust, threats, inappropriate behaviour, violence in the workplace, violations and breaches of security.
Managers and employees must exercise due diligence and care so that information and assets are safeguarded from compromise and employees are protected from harm. When certain incidents occur, events escalate or allegations are brought forward, the Deputy Head is responsible for ensuring appropriate actions are taken to investigate and when required incidents are reported to law enforcement or lead security agencies.
Module l: Investigative Framework outlines the policy, governance, roles and responsibility, and overall administrative requirements and principles respecting the conduct of administrative investigations and the importance of developing a precise Terms of Reference.
Module 2: Investigative Process outlines the various steps required from planning the scope and specific details of the case; researching documents, locations; collecting relevant data; identifying and interviewing respective individuals; consulting with stakeholders; understanding the principles of procedural fairness; taking notes; investigating tools and techniques; respecting the chain of custody; to preparing the report outlining the findings and conclusions. Participants will be taken through the elements, using specific examples and experiences of the former Departmental Security Officers instructing this course.
Module 3: Investigation Case Scenario, will provide participants with the opportunity to apply their knowledge to an actual case study.

Identify the principles that must be applied to each administrative investigation
Identify when various incidents may warrant investigation
Prepare a Terms of Reference for an Administrative Investigation
Conduct or oversee the conduct of investigations in a timely, effective, efficient manner
Describe the scope and process steps of an Administrative Investigation
Explain the roles and responsibilities of all engaged partners and stakeholders
Apply procedural fairness principles
Conduct fact finding interviews and take appropriate notes
Analyze the information and formulate findings and conclusions
Prepare an administrative Investigation Report
